PROPOSED RESTRUCTURE PLAN
Why Restructure?
- Smaller, more efficient board (21 vs 56 board members)
- Better training for locals and councils
- Better communication to all levels
- Promote committees and councils
- Expand leadership/volunteer opportunities
- Grow membership statewide
- Ensure Utah PTA celebrates 200 year birthday!
What will this change mean for Locals?
- Each local unit will be part of a council with all the benefits that come along with that
- Monthly training and contact
- Resources from Utah PTA and partners
- Networking opportunities with other leaders
- Local units should not see a negative impact or decrease in services
What will this change mean for Councils?
Elevates councils by:
- Puts all councils into Regions with leadership via Region Support Committee and Area Directors.
- Increased training and support via monthly region meetings
- Main contact for all locals
- Funding to councils from Utah PTA
- Councils will still provide programs, training and support
- Increased leadership training and opportunities
- Opportunity to serve on state level committee
TIMELINE
Phase 1- (Completed by 2022-23 Ad Hoc Committee)
- Proposed plan developed
- Present to the board for approval to decide to continue
Phase 2- (during 2023-24 Fiscal Year)
- Ad Hoc Transition Team to work through the next steps for roll out
- Discussion of committees make up with number of people - complete
- Standing Rules
- Job Description changes
- Development of nominating committee structure - complete
- Bylaws committee looks at the proposed plan and what to change in bylaws - complete
- Education for locals, regions and councils on bylaws and answering questions - started
- Board votes to move Bylaws forward to General Membership (by March 2024)
- 1st read of Bylaws at April 2024 BOD meeting
- 2nd reading at May BOD meeting
- Vote by General Membership moved to Fall 2024 Advocacy Conference
Phase 3- (during 2023-24 Fiscal Year) moved to 2024-25 school year
- Ad Hoc Transition Team works out next steps
- How to Apply for positions, etc - started
- Elevating Councils and Committees - future plan and detail
- Finish job and committee descriptions
- Bylaws committee updates local and council bylaws for board approval
- Leadership Committee facilitate creation of standardized training materials
- Education/Listening Tour for locals, councils and regions on bylaws and restructure plan in general
- Voting on the bylaws by general membership at Advocacy Conference (Fall 2024)
Phase 4- (during 2024-25 and into 2025)
- Education for locals, regions and councils
- Election of new board of director members - Spring 2025
- Application and selection of Board of Managers - Spring 2025
- Implementation of the restructure in the July 1, 2025

WHAT ARE THE NEXT STEPS?
- Watch for upcoming webinars about the restructure where you can view a more detailed look at the plan and listen to questions and answers.
- Attend Advocacy Conference (Tentatively Sept 27th) and vote on the Bylaws that will put this plan into action for July 1, 2025.
- Quorum is at least 50 members plus ⅔ of all regions in attendance.
- Transition committee will work on finishing details of job descriptions, elections, appointments, etc to ensure smooth transition after vote this fall.
