The fifth substitute for HB193 is a far cry from the original bill that would have given a full WPU for a kindergarten student. Although Utahns put education as their top priority it is once again near the bottom when it comes to funding. The 3rd substitute of this bill was supported and pushed for by every educational stakeholder in the state of Utah. The fifth substitute does give some increased funding but not to the level that will meet need or demand.

Impact on Children: 

This bill gives a start to expanding full day kindergarten options for Utah's children. Currently on 30% of Utah has access to full day kindergarten (FDK). Kindergarten is the foundation of a strong education. A successful kindergarten student will be more confident and have more skills to succeed.

2022 Income Tax Position Statement: Unless specifically targeted to low socio economic classes and military families, Utah PTA opposes broad income tax reductions as these directly affect funding for education.

Impact on Children: 

Utah PTA opposes any bill that would decrease the education fund and therefore funding for earmarked education. Utah has consistently ranked at the bottom of the per pupil spending as defined by the Census Bureau. Utah PTA believes that investing in Utah children will reap the best dividends for Utah and Utah economy. While Utah has done wonders with the comparatively low levels of funding dedicated to education, it has also come at a cost of overstretched teachers and large class sizes. Positively impacting these two will benefit Utah children.

National PTA Position Statement - National Health Reform and Access to Care for Children, Youth, Families, and Pregnant Women 

-Universal Coverage. It is essential that health reform eliminate barriers to health care providing universal, affordable health coverage on a mandatory basis to all, regardless of income, age, geographic residence, health status, legal status or education. Pre-existing condition exclusions and waiting periods should be prohibited, and continuous portable coverage should be provided.

-Health Care Costs. The National PTA believes that agencies with responsibilities for educational, health or welfare services must have provisions for adequate funding and structure to meet effective legislative intent and to provide adequate funding for school and community services to children in areas under federal government control. Any health plan should provide adequate reimbursement levels to encourage the development of primary care practices and to ensure appropriate distribution of health resources to underserved areas, and not shift costs to families, particularly those of low income. Costs should be contained in all sectors of the health care system, and administrative procedures be simplified. The National PTA supports taxing tobacco and alcohol products as a means of raising revenues for health care, but would oppose taxing employees or organizations for health benefit premiums.

HB212 actually makes some very minor changes to the much more impactful legislation passed a couple years ago, HB371 “Consent to Services for Homeless Youth.”

That legislation was in response to and involved much input from youth as well as service stakeholders about basic needs for youth in homelessness. It accomplished three purposes:

The bill resulted in youth, ages 15, 16, 17 being able to escape the streets and check themselves into a licensed facility without having to provide a parent’s signature. When we discussed the concern about admission to an adult shelter, we learned that youth are referred to a youth facility, not admitted at an adult facility, where all were concerned about the population they would meet.
The bill also removed the restriction for those who harbor minors, ages 15, 16, and 17. We haven’t emphasized this in the news media because we all recognize the possible “invitation” to predators to take advantage of homeless youth. The reality is that there are many, many young people staying with friends, relatives, and neighbors who have been subject to litigation for providing shelter. Under the new law, the person providing harbor is required to notify authorities – police, Child Protective Services, DCFS, etc. – within 48 hours of the youth’s coming to their home. We realize this doesn’t guarantee everything we want, but we know it has allowed much more safety than before for kids as well as those providing a place in their homes. As a teacher, I have heard regularly about “couch-surfing” that was illegal before HB371.
A third provision in HB371 was that it allowed these minors to receive services and resources that normally would have required parent signatures. Again, the intent is not to provide or encourage run-aways, etc., but for the 2000+ kids in homelessness every day in Utah, we know more are safer and getting services than before.

This year’s bill HB212 makes a couple adjustments after discussions about improving elements of safety.

Although Utah PTA supports the teacher salary increase and we appreciate that efforts were made to improve accountability within the bill, we cannot support this bill. The first priority of the legislature should be to establish and maintain the public education system and to provide for our students within the system. Unfortunately this bill appears to benefit students who leave the system and leaves our most at-risk students behind. We strongly disapprove of how this bill has been rushed through with little stakeholder input and would request that the process be slowed down and guardrails be implemented to truly provide quality educational opportunities for all students.

Utah PTA is a tireless advocate for parental involvement and unequivocally supports curriculum transparency. Utah PTA also strongly advocates for policies that strengthen respect and support for public education and the teaching profession. HB234 is not only onerous on teachers, its scope is too broad. Further, it is adversarial and litigious with unclear language behind "violations" and "aggrieved party". Utah PTA believes that the best outcomes can be reached with mutual respect and trust and opposes HB234.

Impact on Children: 

Children are poorly served by this legislation. At best, the teachers will be worried about making any changes to the curriculum and will not as a result, share with students new information or new innovative ideas for fear of not meeting the stringent requirements. At worst, it pits parents against teachers, as opposed to having them partner in the education of students. Adversarial relationship, guided by mistrust are not in the best interest of students.

Resolved, That Utah PTA and its constituent bodies educate parents and students about pedestrian safety issues and solutions; and be if further ... 
Resolved, That Utah PTA continue to work with the Utah State Legislature to secure adequate funding specifically dedicated to safe school routes and pedestrian safety devices; and be it further
Resolved, That Utah PTA work with Utah State Legislature to ensure that whenever public funds are used to construct road improvements, pedestrian safety, with particular attention to school crossings, zones and sidewalks be addressed during planning and construction.
