First and foremost, "Utah PTA urges the legislature to make public education revenue allocations and funding effort a high priority. We also encourage the legislature to adequately fund critical education needs, including but not limited to, class size reduction, teacher salaries, technology, textbooks and supplies..."
(EDU 2010-2 Education Funding)

We recognize that current education funding does not cover the costs of all curricular, co-curricular, and extra-curricular activities within our schools but are concerned with the overwhelmingly increasing fees being charged to students and families across the state.

Utah PTA supports school fees legislation and Board rule that provides a clear definition of a fee, requires the fee to be equal or less than the expense incurred by the LEA (Local Education Agency), and holds LEAs accountable for incorrectly charging school fees. We also support legislation or Board rule that requires an
LEA governing board to adopt a fee policy and fee schedule which includes public input and is available to students and families at registration.

While we support legislation and/or Board Rule that prohibits an LEA from charging a fee for a textbook; and other activities related to the school day, including, locker rentals. We are concerned about the additional costs that may be incurred by LEAs who currently charge for such expenses and continue to urge "the legislature to ... adequately fund critical education needs."

Utah PTA appreciates the value the establishment of education programs for students about gun safety may have. National PTA Position Statement: National Health Reform and Access to Care for Children, Youth, Families and Pregnant Women
Health Care Costs. The National PTA believes that agencies with responsibilities for educational, health or welfare services must have provisions for adequate funding and structure to meet effective legislative intent[16] and to provide adequate funding for school and community services to children in areas under federal government control. Any health plan should provide adequate reimbursement levels to encourage the development of primary care practices and to ensure appropriate distribution of health resources to underserved areas, and not shift costs to families, particularly those of low income. Costs should be contained in all sectors of the health care system, and administrative procedures be simplified.

Impact on Children:

This would prohibit the prosecution of children who are 12 years of age or younger. Under the bill, the state will retain its ability to detain children involved in more serious crimes that are violent or involve sexual assault, for example. But for other lower-level crimes, children would be kept out of the court system, and in their homes. This way, the state can address the problems with other mechanisms such as therapy, specialized education, or health services.

Commission:

Utah PTA Public Policy Program
Utah PTA Legislative Priorities:

7. Support legislation, funding, and community partnerships that provide programs and resources to strengthen families and children’s social and emotional well being through affordable housing, homelessness initiatives, education, and parenting skills, and juvenile justice reforms.

National PTA and Utah PTA Position Statements:

Prohibit youth who are charged with a serious crime from being tried in the adult court system unless there has been an opportunity for a judicial hearing and appeal.

National PTA Public Policy Agenda

Every child should have the opportunity to reach their full potential—even if they make a mistake while growing up. Second chances are important as children learn and grow into adulthood. However, for far too many youth, one mistake may drastically change their futures. This is why PTA has long advocated for family and community-based alternatives to children entering the juvenile justice system and is pleased that Congress reauthorized the Juvenile Justice and Delinquency Prevention Act (JJDPA) in 2018.

This would significantly limit SITLA's ability to negotiate land exchanges with the federal government. Prohibiting SITLA from selling or transferring its lands to the federal government in "public land counties" (15 of the state's 29 counties are public land counties) unless the transaction results in a net decrease of federally owned lands would essentially render large-scale exchanges impossible and cause SITLA to forego promising opportunities in other parts of rural Utah. This attempt to remove the legislative management committee's authority to approve land exchanges will impede certain conditions when the committee needs to act in a timely manner to secure land exchanges. Overall, this bill will impede SITLA's ability to make land deals that are in the interest of the beneficiaries that it serves.

Explanation: There are 33K teachers in the state. 30K hold a professional license; about 1,500 hold an associate license; Less than 1,500 hold a LEA specific license; and less than 500 hold no license at all.
The LEA license path would allow what Rep. Thurston highlights already

Impact on Children:

In 2017, 35 percent of the homeless in Utah were families or children. Homelessness is devastating to the normal development and physical and mental health of a child. School communities with high rates of homeless students experience poor attendance rates, high dropout rates, lack of parent involvement and school contribution, lack of community cohesiveness, loss of consistency in educational impact and low predictability in school budget planning.

Commission:

Utah PTA Public Policy Program
National PTA and Utah PTA Resolutions:

That Utah PTA and its constituent associations support educational guidelines and procedures that support students in homeless situations so that homelessness does not disrupt their right to a fair and free public education.
