While school buses remain the safest way for students to get to and from school, students who ride in buses are most vulnerable when they are outside the bus in the "danger zone", the area that they enter or exit a school bus.  In a recent one-day test with the state of Utah, officials found 917 drivers totally disregarded school bus stop arms, this translates into more than 165,000 Stop Arm Violations in a school year.

 Studies have shown that, without the threat of enforcement and without the public actually seeing or hearing about the law being enforced (this includes prosecution and conviction) there will be no change in behavior.

Impact on Children: 

Utah is 50th state with per pupil spending. While we have stretched our budget in admirable ways, Utah PTA recommends that Utah be in the 3rd quartile of per pupil spending before considering tax cuts. Children are shortchanged when other states consistently outspend us per pupil. Utah has a difficult time recruiting and retaining teachers. Class sizes are higher than the national average. Utah PTA continues to work for enhanced legislation that promotes safe schools and encourages decision making and control be under the direction of local school boards. However, we believe the fiscal responsibility of this bill should come from new revenue sources and not at the expense of an increase in WPU, fully funded student growth and trust lands dispersments.

Impact on Children: 

Unsafe schools make it difficult for students to concentrate on learning. Many school officials and community members are working together with families to build a safe environment where children and youth can flourish and grow. Since being prepared can reduce the fear, anxiety, losses that accompany disasters, communities, families, and individuals should know what to do in the event of a disaster.

While Utah PTA supports Intergenerational Poverty solutions that promote higher education and success in education, Utah PTA opposes this bill because we do not believe this bill is an effective way to get those out of Intergeneration Poverty by using education dollars to support matching funds in a 529 account. 529 plans are poorly designed to help low income families. Only 0.3 percent of households in the bottom half of the income distribution (under $56,516 in 2015) have 529 accounts.
