Creates a youth apprenticeship governance study for maximizing efficiencies and expanding youth apprenticeship opportunities for students.

Expands concurrent enrollment certificate achievement and opportunities for more students in the state, to include CTE and apprenticeships, etc.

Permits a minor to consent to and participate in tobacco and nicotine cessation services that are delivered or contracted for by the Department of Health and Human Services or a local health department.

"This bill:
-requires a local education agency (LEA) to amend the LEA's conduct and discipline policies to address the possession or use of certain tobacco or nicotine products
-allows a school to issue a citation to a student who possesses a tobacco product, an electronic cigarette product, or a nicotine product on school property

Clarifies how a school responds when a student refrains from participation in school due to a student's or a student's parent's religious belief or right of conscience

requires the Department of Public Safety to use the Alcoholic Beverage Control Act Enforcement Fund to maintain a certain number of drug enforcement officers, State Bureau of Investigation officers, and social workers;
ii) maintain at least:
69 (A) 10 drug-related law enforcement officers;
70 (B) eight SBI drug-related law enforcement officers; and
71 (C) two social workers.

changes certain penalties for violating a regulation regarding tobacco products,
15 electronic cigarette products, or nicotine products;
16 ▸ adds a hazardous waste disposal fee for electronic cigarette products; and
17 ▸ enacts new requirements and restrictions on the sale of tobacco products, electronic
18 cigarette products, and nicotine products.

sets a limit for nicotine content for an electronic cigarette product that may be sold
in the State at 3%

Students may wear recognized cultural & religious attire during graduation.
HB 149 & SB 103 include rules on how an LEA can determine if something is "recognized."
SB 103 also includes a line referencing that it includes not limiting the right for students to wear tribal regalia, which is what was included in HB 30 in 2022.

This bill:
13          ▸     defines terms; and
14          ▸     provides that students may wear recognized cultural or religious adornments during
15     a high school graduation unless the adornment substantially disrupts or materially
16     interferes with the graduation ceremony.
